The garage is turned into a cottage 2 beds 1 bath with it’s on electric meter and water meter does this make it a legal apartment? The county needs to have issued a Certificate of Occupancy for the apartment to be legal. Ask the owner if he has one. If not, it isn't legal and the sale of the property will be hindered by this.
