jlspartz 0 Report post Posted May 1, 2010 Energy testing, labeling, and energy reduction retrofits were in the bill as a point-of-sale item early on - which is worse than getting a license. That was changed to exclude existing buildings, and gives states money to offer as tax incentives for optional energy improvements to existing homes.
